Lockdown laptops: Thousands of devices donated to pupils

children who do not have a device at home.

The BBC's Give a Laptop scheme launched in January to help children with their online lessons while schools were closed
due to lockdown.

Members of the public and businesses have been donating devices which are then distributed to those in need.

It is estimated that up to 1.8 million children do not have a laptop at home.

Campaigners say donations will still be needed when face-to-face lessons resume on 8 March to give pupils equal access
to technology required for homework and to prepare for exams.

Six months ago 15-year-old Charlie, from Devizes, in Wiltshire, said he was struggling with home schooling on his phone,
but that his foster dad, Chris, could not afford to buy him another device.

Then, a BBC viewer donated a laptop.

Charlie said: "It was terrible. I wasn't engaging in lessons and my exam grades were straight fails."

"He has gone from being a student who was failing, to a student who has hope. Now he has passed his mocks.
It's unbelievable," Chris added.

The US$42.5 million commitment to the Entrepreneurs of Color fund is one of the largest contributions, and is more than

Ted Archer, executive director and head of small business and philanthropy at JPMorgan, said JPMorgan is committed to
lending more to Black and minority-owned businesses. This money will help strengthen CDFIs so they also can lend to more
business owners in their communities, he said.

"We have an important role to play as a lender, but there's more to the financial system than we can provide," Archer said.
"We're going to do our part, but that's not enough to ... close the disparity and create jobs, income and wealth in these
communities."

Following the steep economic downturns brought about by COVID-19, policymakers
should be asking or rethinking fundamental questions.

None is more fundamental than whether rapid economic growth is the best way to
drive development and help struggling communities escape poverty.

The answer is both yes and no.

For good reason, economic growth has long been a top policy goal for countries
around the world.

But for millions of people living in poverty, growth is not enough. Specific, targeted
social programs based on rigorous empirical evidence are equally important to
prevent people from being left behind.

Fortunately, America’s new president, Joe Biden, seems to grasp this.

Seeking to restore public trust in the US government, he has declared it “the policy
of my Administration to make evidence-based decisions guided by the best
available science and data,” including randomised control trials (RCTs).

The challenge now will be to strike a balance between the persistent demand for
robust growth and the need for broader economic and social inclusion.

In this respect, America is hardly unique. China’s GDP has grown by about 10
per cent per year since 1978, lifting more than 850 million people out of poverty.

And yet, according to the World Bank, 373 million Chinese remain
“below the upper-middle-income poverty line of US$5.50 a day,” and must reckon
with food insecurity, joblessness, and lack of access to public services.

Discount retailer Dollar General takes steps to find
possible CEO successor - sources




Discount chain Dollar General Corp, one of the few U.S. retailers thriving during
the COVID-19 pandemic, is taking steps to find a potential successor to Chief
Executive Todd Vasos, people familiar with the matter said on Monday.

While no decision has been made about Vasos stepping down, Dollar General has
started conversations with headhunting firms and is considering candidates,
the sources said.

Dollar General has been looking within its ranks and will assess the performance
of its top executives against those at rival companies, the sources said.
Dollar General Chief Operating Officer Jeff Owen is under consideration, one of
the sources added.

The sources requested anonymity because the matter is confidential.

A Dollar General spokesman said Vasos had not communicated any plans to
the company regarding a potential departure after his contract ends in June,
noting it was "merely good governance" to plan for a transition. Vasos' contract
renews automatically on an annual basis in June unless terminated or
renegotiated.

"We have been speaking with management consulting firms related to executive
development programs and as part of our succession planning process. We have
not entered into a contract with any such firm to date," the spokesman said.

French daily new COVID-19 cases up week-on-week
for third day in a row




The number of new coronavirus cases in France compared to a week earlier rose
for the third day in a row, with the health ministry reporting 22,371 new cases
on Saturday (Feb 20), compared to 21,231 last Saturday.

The seven-day moving average of new cases increased further by 163 to 19,217,
after falling nearly continuously in the first half of the month.

Health Minister Olivier Veran said earlier on Saturday that the trend in the data
over the past few days is not good and France would decide on tightening
the curfew or locking down partially in regions where the virus is spreading
the quickest, notably on the Mediterranean coast around Nice.

Nice now has more than 700 new cases per week per 100,000 residents,
according to the Covidtracker.fr website.

The north and northeast of France as well as central and eastern Paris are also
showing high infection rates, with about 250 new cases per week per 100,000
residents in Paris.

By comparison, the cities of Nantes and Montpellier only reported about 100
new cases per week per 100,000 people and the city of Brest on the western
tip of Brittany just 26.

The health ministry also reported 183 new coronavirus deaths in hospitals
on Saturday, compared to 571 on Friday, when the tally included several days
of death data in retirement homes.

RWE warns of profit hit as Texas winter storm disrupts wind farms



RWE, Germany's largest power producer, on Thursday warned that Arctic temperatures hitting the U.S. state of Texas put
some of the group's local onshore wind farms out of service and forced it to buy electricity at sky-rocketing costs.

As a result, RWE, which is Europe's third-largest renewables player, said it expected a low-to mid-triple-digit million euro
hit to adjusted earnings before interest, tax, depreciation and amortisation (EBITDA) at its onshore wind/solar segment
in 2021.

In 2020, the unit generated adjusted EBITDA of 472 million euros (US$571 million), or 15per cent of the group's total.

The United States account for 38per cent of the roughly 9 gigawatts of installed renewables capacity RWE owns globally,
making them the utility's largest market by that measure.

RWE said part of its onshore wind fleet in Texas had been partly out of service from Feb. 9 because of icing and grid
issues that have dealt a major blow to the United States' second-largest state.

"Priority number one is to safely resume operations at our production sites," said Silvia Ortín Rios, Chief Operating
Officer, Wind Onshore and Solar Photovoltaics Americas, at RWE's renewables division.

Budget 2021 and how Singapore’s tax system is changing for the better

Michael Daffey, chairman of Goldman Sachs Group Inc's global markets division,
is set to retire in March, according to an internal memo seen by Reuters and
confirmed by a spokeswoman.

Daffey, who has been at the bank for nearly 28 years, helped the bank's preparation
for Brexit, the memo said.

The outgoing chairman was also the global co-chief operating officer of the bank's
equities franchise, before joining his current role.

Daffey was named managing director in 2000 and a partner in 2002.

3 sailors test positive for COVID-19 on US ship
that saw outbreak last year




Three sailors aboard the USS Theodore Roosevelt have tested positive for COVID-19,
the Navy said on Monday (Feb 15), less than a year after a massive outbreak on
the ship sidelined it in Guam for nearly two months.

The Navy said the three sailors have not had any symptoms, and they and others
who were exposed to them are currently isolated on the aircraft carrier, which is
conducting operations in the Pacific. They tested positive on Sunday.

In a statement, the Navy said it is “following an aggressive mitigation strategy,"
including masks, social distancing, and proper handwashing and hygiene
measures.

“US Pacific Fleet is committed to taking every measure possible to protect
the health of our force,” the fleet said in the statement.

The outbreak on the ship last year was the largest the military has seen so far,
with more than 1,000 sailors testing positive. One sailor died. Eventually all of
the 4,800 crew members were sent ashore in Guam for weeks of quarantine,
in a systematic progression that kept enough sailors on the ship to keep it secure
and running.

The failure of the ship's leaders to properly handle the outbreak exploded into
one of the biggest military leadership crises in recent years. The ship's captain,
who pleaded for faster action to protect his crew from the rapidly spreading
virus, was fired and the one-star admiral on the ship had his promotion delayed.

Admiral Mike Gilday, the chief of naval operations, concluded after a lengthy
review that both men made serious errors in judgment.

The carrier returned to duty about three months after it docked in Guam and
then returned home to the West Coast. Other ships that have been underway
or at their home ports over the past year have had smaller numbers of sailors
test positive, but none have had such a major outbreak.

South Korea eased some of its strictest social distancing rules for businesses on Monday (Feb 15), but kept
limits on private gatherings as authorities prepared to unveil plans for the roll out of the first coronavirus
vaccines later this month.

The decision comes after a subdued Lunar New Year holiday last week. Daily coronavirus infections rebounded
to above 400 ahead of the break, but have dropped since then with the Korea Disease Control and Prevention
Agency (KDCA) reporting 344 new infections as of midnight on Sunday.

The country is planning to start its vaccination programme from Feb 26, details of which are due to be
announced by the head of the KDCA later in the day. Healthcare workers and older residents will be among
the first to be vaccinated.

Health Minister Kwon Deok-cheol, however, urged caution as infection clusters continue to plague the densely
populated capital of Seoul and neighbouring areas.

"There is always a concern of transmission from movements during the Lunar New Year holiday," he told
a government meeting. "But if we lower our guards amid easier social distancing measures, infections will
rise again."

Nearly 80 per cent of the new cases reported over the holiday were in the Seoul area, highlighting
the continued threat, he added.

Some restrictions have been eased in the greater Seoul area, effective on Monday.

Daimler AG's U.S. unit Mercedes-Benz USA said Saturday it is recalling 1.29 million vehicles sold since 2016 because
software may fail to communicate correct vehicle location in the event of a crash.

The recall covers some 2016-2021 model year CLA-Class, GLA-Class, GLE-Class, GLS-Class, SLC-Class, A-Class, GT-Class,
C-Class, E-Class, S-Class, CLS-Class, SL-Class, B-Class, GLB-Class, GLC-Class, and G-Class vehicles, according to a filing
with the National Highway Traffic Safety Administration.

The German automaker plans to issue a software update that will be installed by dealers or over-the-air.

Mercedes-Benz USA said Saturday it is neither aware of any case of material damage nor personal injury in connection
with the issue.

The automaker said "a temporary collapse of the communication module's power supply caused by a crash might lead to
the vehicle's position during a potential emergency call being incorrect." Mercedes-Benz added that "other functions of
the automatic and manual emergency call function remain fully operational."

Mercedes-Benz in Europe in October 2019 launched an investigation based on a report from the Mercedes-Benz eCall
center of a single instance in the European market where the automatic eCall system relayed an inaccurate vehicle
position.

After a lengthy investigation reviewing various software combinations of the communication module, the company's
research showed additional similar events where the vehicle position transmitted was incorrect.

in pharmacies




US President Joe Biden announced plans to vaccinate most Americans by the end of July with the help of 200 million newly
acquired doses, as the country's inoculation campaign kicked off a new phase in drugstores and supermarket pharmacies,
some of which will offer shots as of Friday (Feb 12).

Even as the Biden administration inked deals to acquire "100 million more Moderna and 100 million more Pfizer vaccines"
and COVID-19 cases fall in Europe, the World Health Organization warned against rash reopenings, in a sobering reminder
of the long global battle ahead in taming the pandemic.

"The decline in cases conceals increasing numbers of outbreaks and community spread involving variants of concern,"
said WHO Europe director Hans Kluge.

"At this point, the overwhelming majority of European countries remain vulnerable," he added, pointing out
the "thin line between the hope of a vaccine and a false sense of security."

More than a million cases are still registered every week across the 53 member states in the UN agency's European region,
which includes several Central Asian countries.

With the latest vaccine purchases, the United States - the world's hardest-hit country with more than 470,000 deaths -
is on track "to have enough supply for 300 million Americans by the end of July", Biden said, meaning enough inoculations
for all eligible people.

He made the announcement Thursday after touring the National Institutes of Health near Washington, with a million
previously acquired vaccine doses already headed to around 6,500 drugstores and supermarket pharmacies.

How has coronavirus impacted mental health?



The coronavirus pandemic has led to concerns about a worsening of mental health across the UK but what's the scale
of the problem?


How has mental health changed?
Mental health problems have worsened across all age-groups in the past year.

In adults, the proportion of individuals showing symptoms of depression has almost doubled since the start of
the pandemic, according to the Office for National Statistics.

In the run-up to the first lockdown, roughly 10% of people showed moderate to severe symptoms, compared with 19%
in June 2020.

In children, 16% of 5-16 year olds have "probable" mental health disorders compared with 10.9% in 2017, according
to NHS England.

Both of these studies are based on surveys which ask individuals questions related to mental health or depressive
symptoms.

Due to the nature of mental health problems recording is difficult, but this form of survey provides the best estimates
and allows for consistent comparison over time.


What issues are impacting our mental health?
Coronavirus has fuelled feelings of loneliness, anxiety and fears for the future for many people.

According to the ONS, people with depressive symptoms were more likely to feel that their finances were being
impacted, as well as access to care and essential goods.
